Jonathan P. Tomes is a healthcare attorney practicing in the greater Kansas City area in the law firm of Tomes & Dvorak, Chartered. He is a nationally recognized authority on the legal requirements for medical information, having written The Compliance Guide to HIPAA and the HHS Regulations for Veterans Press, Healthcare Records: A Practical Legal Guide for the Healthcare Financial Management Association (“HFMA”), Healthcare Records Manual for Warren Gorham & Lamont, Healthcare Records Management, Disclosure & Retention for Probus Publishing and HFMA (now provided through McGraw-Hill Healthcare Education Group), Compliance Guide to Electronic Health Records and Compliance Guide to Electronic Health Payments, both for Faulkner & Gray, and Healthcare Privacy and Confidentiality for Probus Publishing.

Richard D. Dvorak is Vice President of Veterans Press, Inc. and EMR Legal, Inc., a HIPAA Consulting firm, and is a shareholder in Tomes & Dvorak, Chartered, a Kansas City law firm. The firm has Martindale-Hubbel’s highest rating, AV (“A” is for preeminent in the field of practice and “V” is for highest ethics). After serving eight years in the United States Marine Corps, Richard obtained his law degree from Chicago-Kent College of Law in 1992. He is licensed to practice law in Illinois, Missouri, and Kansas, including various U.S. Federal Courts. Mr. Dvorak’s extensive litigation experience includes medical malpractice, physician licensure, mental health disability cases, and criminal cases, among others.
As Vice-President of Veterans Press, Inc., Richard has been instrumental in creating cost-effective health information compliance tools. He recently conceived of and co-authored Veterans Press, Inc. latest product, The Physician’s Guide to HIPAA Compliance, including a CD containing more than 40 compliance documents. He is also the co-author of the Medical Records Retention Guide, and has authored a number of articles on HIPAA compliance including “Use of Personal Digital Assistants to Store Medical Information-a Growing HIPAA Issue,” and “How to Economically Conduct HIPAA Training,” both for the Compliance Quarterly Newsletter for HIPAA and the HHS Security and Privacy Regulations.
As a Vice-President of EMR Legal, Inc., Mr. Dvorak provides consulting services for clients ranging from a large county government, with eight different health entities that need HIPAA compliance help, to a small transcription service. His specialty is helping smaller entities comply in a cost-effective manner using his extensive technical computer knowledge and business acumen.
Richard’s HIPAA speaking engagements include the HIPAA Road Maps I and II, Cross-Country University’s Seven Steps to HIPAA Compliance, and Lorman Business Centers, among others. He also has taught business law for Park College. As a small businessman, Richard understands the need to help others comply with government regulations in a reasonable, cost-effective manner.
